I would remove the rocks from the surface and replace them with some good free draining bonsai soil (cactus mix also works and may be more readily available). This is really critical if the rocks are glued on. I would then place it in a nice bright area (outside in partial shade is best) and keep it healthy. First by figuring out how often to water it (just as the soil starts to dry) and in a couple of weeks start adding some fertilizer to the water according to the directions about every other week (or you can get some organic fertilizer and sprinkle on the surface so it gets fertilized lightly every time you water which is my preference). Once it is growing under your care you can start to think about styling. However, it needs to be growing fairly well before it is styled otherwise you may be styling a dead/dying stick in a pot.
