Very hard. Get the tree to get really stron. Lots of growth, sun and fertilizer. And then get lucky. Grafting branches on is probably quicker.

I will keep looking after it, it has a lot of new growth, budding on it. Hopefully some will be in the right place.

Cut the ends of the branches back. Leave green. It will start backbudding.

I will trim the small diameter branches, leaving just a little bit of green, and see what happens.

Not strong enough for that now. It (and you) will just sit there and wait. Its unlikely you will get green in bare area's. Mostly at places where branches emerge it is possible. Figuring out other styling options will be the best solution imho.

Flourish of new growth
Since I have had it, there has been a lot of new growth, mainly at the tip and small spots at the base of some of the branches. What other styles would possibly work for this juniper?

always difficult on photo. I would lose the long cascading branch, it is to straight and long with no backbudding for the rather small trunk. I would work probably with the second branch from the right to make a top and one of the other branches to make a compact semicascade.

I put mine in the ground (in late summer/early fall) let them get strong and start cutting back. However it doesn't look possible with your cascade.

Where do you want it to back bud? You seem to have good growth in a bunch or perfectly good places?
I would imagine your problem is more to do with styling than growth?
You have a juniper in a cascade style - go with that. Juni's bend easily, so get some wire onto it and use bends to bring the foliage closer to the trunk where you need it.

I would like to keep the length, but how should I style it? There is a long empty space. How do I get the green back up there without it looking weird?

Put a lot more twists in the castcading branch: First wrap the branch in soaking wet raffia or similar and wire with very heavy copper wire. Keep this wet overnight. This will moisten the bark, and make it more flexible. Then really twist it in irregular bends.
You can then also let the side-branches be more bendy, allowing you more options to put the side branches i places where you want them. That way you can fill out the cascade more. I do not think you must fill the empty space with new branches. You can fill it by growing our branches already there, but that would require you to let many branches grow out a bit more, to sill have a stable overall composition.

I disagree about the empty space being a problem.
If you put some movement into that "empty space" you will create interest. The fact that it is not covered in foliage gives you license to create emphasis of the wood, which I am sure will be attractive.
Why not try spending a few hours applying wire to the whole tree and also make a couple of sketches of the design you might like? I suspect that wiring those leggy bits will bring them close to the trunk and you will get a much more finished tree.

BrendanR & Leatherback, thanks for the comments and interest, I will give this some good hard consideration and let you know what I decide. Please don't feel that you have to stop making suggestions, I like to hear all comments about this juniper. I have been looking at a lot of cascade pictures to get ideas.

I REALLY appreciate everyone's comments, advice, links, interest in this juniper. It was a cheap nursery find ($5.00), they had it stuck back out in the woods. I think they were getting ready to toss it out. I thought there ought to be something that can be done with it. We'll see!

I assume you refer to the cascade at the top? See how they filled the gap with different length branches overlapping? That is the typical way to deal with this soort of empty spaces.
