chop top for bottom branch growth?

i have an 8" mulberry stump (the top died over the winter). i have let the top shoot grow to thicken it. this mulberry had no branches, and back-budding was poor, so i am thread grafting branches on the stump. I've done 4. so far so good, but i need to do a few more grafts. the lower branches seem to be losing a bit of vigor.

should i cut back the leader, which is 3' now (and about 80% of the foliage), way back so resources go towards low branches and they get more vigorous growth, or would that be too much a waste of energy-producing foliage?

I would let it grow and gain some energy, feed it and water it . If the roots are good it will sprout.
