It's not a Virginia Pine, maybe Scots, or not a pine. So that makes this difficult without more input. Some evergreens mature cones in two years, but most do it in one year and those look like next spring's crop.

How many Virginia Pine have you seen? I believe it could be what the OP asked. I don't think it is Scots Pine, I have seen tons of them in flower and cone. The problem; Tom lives in W Virginia and has a pretty nice Virginia Pine Yamadori.

The tree has been in training since 1992 and over the years the foliage has been reduced in length
