On average, how long does it take from flower bud swelling to flowering on a Cotoneaster

Approx 364 miles to Willowbog or 7 hours equivilent

My oldest is Cotoneaster horizontalis, and I imaging it could differ by variety. Here it depends on the weather, a colder cloudier spring with less sun will delay them, sunny and warm speeds them up. I would answer in the range of 4-8 weeks.
