when in the best time to repot a Tamrind in South FL?

PBbonman,
the standard answer would be, whenever you are sure it is going to be Frost Free.
That said, it also depends on the type of repotting you intend to do - bare root, or just cutting say 1 to 1/2 inch around the sides and underneath of the root mass.
If you are bare rooting, the tree might need at least a week in the shade [ bright light ] if not two, and then a week or two in dappled light, then a week or two of morning sun and so on by observation.
As usual watch your watering.
If just cutting around a well established root mass, as above, a week of shade [ bright light ] and then dappled light for about another week and so on.
Be safe if this is your first time, hot sun kills easily.
Normally when you water, do not wet the leaves, wet leaves can lead to white powdery mildew.
If you have any images please show.
Wait about a month before fertilising. Use fertiliser at 1/3 the strength, once a week and only into moist soil.
