They sell seed world wide. I placed my first order to them a couple days ago. I get the impression they deliver what they promise, viable seed. Later this year I'll know more.

They provide fresh seed, or have the last few times I have ordered.

Remember, most trees in the Rosaceae grown from seed, cherry, hawthorn, crabapple, etc., will not bloom until they are 10 or 15 years old.

Also bear in mind that Hawthorn requires 18 months of stratification prior to germination. Longer than most will be willing to wait, I'll wager. There's a good page of advice here http://treegrowing.tcv.org.uk/grow/tree-recipes/hawthorn

I followed the advice on that website with seed collected last October and some have germinated already, despite last winter not being especially cold.
