It is already a root over rock style.
You just need to style the apex.
I'd be careful with bending the thick branches - the Lantana thicker branches tends to snap rather than bend.
It would be best at this stage to establish you trunk structure and your primary branch structure.
You should be able to wire the younger / juvenile branches much more easily.

Please take a better picture, or pictures! If it were mine I'd cut it back hard and regrow branches... but it's really hard to say from what little we can see.
