Fast coming "fungus?" on Tridents

(I also posted this in diseases and pests...) Does anyone recognize this problem? This developed on all of my Trident Maples in the past three days. We have had rainy, misty weather. Is it a fungus? I have a systemic fungicide that I can use... What do you suggest?

It's fungus; its easy to deal with. There's a ton of different sprays you can use, I've always used neem and it keeps everything under control.

Thank you. I have neem and will use it after the weather clears. I didn't spray the neem this Spring opting for the sytemic, I will remember to do the preventative spraying earlier in the year.
