Re: black pine zone 6
When I lived in MA, I would usually re-pot my JBP in early to mid April. Things have been ahead of schedule everywhere, but I would suggest you wait a bit longer. Even down here in GA, it's still a bit early to be re-potting pines (though my buds are just beginning to swell).

as the other posts say wait until the tree is properly extending the buds before repotting - never use a fixed date or calender to repot - just watch the trees. I'd say way too early for JBP, i'm zone 9 and the pine trees are still weeks away. For me it is deciduous, pines then junipers- usually spread from febuary to may.

as far as the buds are concerned: they don't seem to be growing/swelling so much.

Then it's best to wait. You could call New England Bonsai and ask them when they do theirs.

one of the things i've learned over the decades is to see what the old timers say in your area.
When I was all into Bass fishing, I learned that when the Lilacs bloom is the best time to find them on their spawning beds.
Transplanting pines here in the NW is prior to when the sakura blooms
