Or some very similar kind of rust. You can cut away (and destroy) the branches with the fungal fruiting body on it. The alternating host is usually a juniper.

Thanks for the replies. That's why I couldn't find any real information searching witches broom. The compacted growth threw me off. I will get to cleaning it up. Thanks again.
