Probably in the strictest sense of formal bonsai display, I would tend to classify this as Sanyasou (山野草) which would be the primary piece in a display. Size, own moss rootball, and other factors would make it hard to be paired with a bonsai and the bonsai not standout as the primary display piece...
If it is presented as generally a Kusamono 草物 without the intent to display in a formal bonsai sense, then I think most lay Japanese would consider it a Kusamono.
