Shimpaku Juniper - is it dead?

Hi everyone - I went away for vacation for about 2 weeks last fall, and didn't arrange someone to take care of it.
When I was home, the plant was covered in I believe some kind of mini spider webs. I sprayed water and got rid of them.
But the leaves seem to be turning browner, and the leaves fall off easily. Having said that, I do see some new needles coming out too.
Is this plant dead? Any recommendation to save it?

Yup. Try again, and be a bit more concerned about your trees when you leave for more than a couple of days.
