Have acquired a JBP that is in a nursery container and is root bound.

Do I repot it asap

or

do i wait until the prescribed time of year (DEC/JAN)

Wait. Trees don't die quickly from being rootbound in a nursery pot. They DO die quickly from being repotted at the wrong time. Just water the tree carefully, making certain the entire rootball gets soaked.
