My Fukien tea tree is dying. I noticed these brown furry fuzzy areas at Brown furry fuzzy fungus or pest on Fukien tea tree Fukien10
the base of each leaf cluster. Any remedies?

Is that a moth in the picture?

I'd say zap it with a good all purpose plant bug spray and a good plant fungicide.
