According to the internet sources this scale is the source of red dye and feeds on Prickly Pear Cactus. I think a soap solution might work since it is a soft bodied scale, but based upon host plant information I would question you specific ID of the scale.

Dactylopius coccus[/b] is one of the scale insects. It comes from the southern USA, Mexico and points south. I'd never heard of it affecting junipers, but I suppose it does.
I'm not familiar with the insecticide you mention, but, if you can keep your juniper OUT of the SUN for a few days, a light oil spray will kill them. Or, a spray that contains pyrethrin (it is usually dissolved in alcohol) will also take care of them. Or, unless you have masses of the insects on your trees, you can simply crush them with gloved fingers.

A google search brings this information
PHYTO-TOXICITY:
If it is employed without errors, it doesn't represent any phyto-toxic danger.
It could be dangerous if used on cedar, lemon, of the Interdonato variety, hazel and chrysanthemum.
