what are these? Empty what are these?

As the title states, I cut these needles on my JWP about 6 weeks ago now and noticed these:

Now as a first time JWP keeper (pines in general), will these develop into new buds? Or just smaller needles??? at the mo they look like new needles minus cable extensions

They look like buds to me. Natural reaction to needle reduction - make more needles. They may or may not develop this year.

Agree, new buds.
With good sunshine, they may have a good chance of surviving but the placement may not necessarily be ideal for your preferred design path for this tree.
If not, then I'd consider cutting them off as they may rob energy from the tip.
Depends on the tree as a whole and your design path for it.
