I found a yew with a 2 plus inch base.. question is it possible to prune past all the growth to get back budding ??? all the limbs are way too long with no foliage but at the ends.. thank you john

Did you collected it recently?
A yew can be a bit slow with growth in the first season after a repot because he has to develop new miccorhizzum.
But.. when a lot of roots are lost the yew can react with a lot of new roots or when branch pruned heavily with lots of shoots everywhere.
This is however a survival trick, it is live or dead and the tree will be exhausted because energy in the trunk is used
and it is very well possible he will die in the year after. ( misting and a liquid feed over the needles will be helpful.)
You really should know what you are doing, is he vigorous enough to survive the stress?
It is not a deciduous tree, therefor step by step is safer, by leaving some green to draw the flow and work from there.
Or with the roots; do not cut big roots but place a wire around the place where you want new roots and cut with the next repot.
The yew will answer on cutting branches or roots with a flow stop in the trunk causing die back of that part of the trunk, he really needs the time to find another path around the base of the cut branch or root.
