Yes.
Ugly but harmless. Remove the leaves. The new ones should not have galls.

Linden leaf problem
I have had them on elms. If the problem becomes serious, you will have to use a systemic pesticide that is listed for mites. Bayer's Imidacloprid will not work.

I was just looking at those on the linden tree at work. Gall mites. Not a big deal. Remove affected leaves and discard them away from the tree.
