Is there any specific techniques, fertilizers etc. that will encourage foliage growth on junipers? I have a couple junipers that were cut back pretty hard at one time that seem very healthy but the foliage is slow to grow back. I have others that have back-budded and filled in quickly. All are in the same substrate mix, sun, water and fertilization schedule.

i find a spring repot can trigger a growth explosion when junipers slow down - the new root tips forming goes hand in hand with buds breaking and extending

I would suggest, if you aren't already using it, an inorganic, open mix of lava and Turface, water daily and use a liquid fertilizer weekly.

Thanks for the reply's.
I am using a mix of 1/3 pumice, 1/3 turface, 1/6 pine bark and 1/6 cactus mix. I live in the Southern California desert area where it gets 100 degrees on many summer days, hence the organic component to hold a bit more moisture. I fertilize 1/2 strength every other week, maybe I should try once a week.

Your mix is OK, I lived in San Diego and Oceanside for six years in the 1950's. Those Santa Anna winds can be literally killers of plants. As much as you have to water, weekly full strength would not overdue it.

But during such hot weather do we fertilize or not?
I believe that we withhold use of fertilizers, don't we?

Yes, fertilize and water well, and secure that the trees receives as much light as possible.

In 90 to 100 degree F temperatures, NOTHING (except perhaps a Ficus) is going to be doing much growing. Likewise, in late summer and on to fall, foliage growth will slow dramatically, though roots will grow and will continue to grow well into the fall nd early winter.

Fertilization in high temperatures probably is counterproductive unless your trees are kept where roots are shaded and cooler. You can resume fertilization when temperatures drop into the 80s but you will still not get a lot of new top growth.

Assuming your juniper are healthy, I think you will have to wait for spring for the next flush of growth -- though a small flush is possible in early fall.

All the Junipers I have do well in our heat, as long as i don't mess with the roots or prune too heavily. It might also depend upon the fertilizer, a liquid fertilizer such as Miracid, mixed at recommended levels will not burn, and you flush it out the next day watering.
