Rubber tape firmly secures the raffia and keeps it wet. Wet raffia softens the bark and the branch is much easier to bend. The wire is applied only to prevent the branch from breaking...everything is fixed in the position by "tie down" or tension wires. So, The plastic tape keeps raffia wet and prevents it from drying out.
