Rhytisma Ulmi?

I don't recognise this one but as a fungal disease you might want to try a very dilute solution of lime sulphur. I have found this very good at controlling both blackspot and leaf gall on English Elm.You will have to wait till next Spring as this seems to be the only time it has any effect. A dilution of 30 parts water to 1 part lime sulphur is what I use.

I'd echo what Will says. The bale on the lime sulfur shuld give you the correct dilution for use as a fungicide.

I use it regularly on juniper for various rusts.
