If you could post some better pictures where the tree is not cluttered up by the back ground. In other words we can see the evidence of a pretty nice trunk but the foliage kind of dissappears against the chaos of a similarly cluttered and colored background.

it looks like most of the foliage is very far from the main trunk(s)...
generally if you cut back a juniper, you must leave some foliage on the branch...
and then hope it back-buds closer to the main trunk(s)
(removing all the foliage will kill the branch)
knowing what type of juniper may allow some more detailed responses.
