Several weeks ago, I found these strange beetles crawling around on the sacrifice branch of a JBP I have planted in the ground.  I tried spraying them with neem oil but it didn't seem to do anything.  I'm afraid they're some kind of pine bark
beetle.  I freaked out and just cut the sacrifice off and put it in a trash bag.  Anybody know what these things are?  Are they dangerous to my trees?

Not sure where you are. Perhaps add a location to your profile in addition to zone. Could your little friends be Boxelder Bugs. Check out this USDA Forest Service PDF on them .LINK

if they are box elders, simple soap spray is very effective...
and when you find a swarming carpet of them on your house or fence, it is very satisfying watching them drop... Twisted Evil

As some of you have written, it's probably Jadera haematoloma or boxelder beetle. From what I've read, they pose
no threat to my pines. Several weeks ago, my pine was leaking some sap and a large branch on the sacrifice was
drooping. I've been using this particular sacrifice to practice various grafting techniques and thought maybe I had
opened the door to pests and/or disease.

It is almost definitely Boxelder Bug (as people have mentioned)

The boxelder bug frequently becomes a nuisance pest around homes and buildings near plantings of the boxelder, Acer negundo. In heavily infested areas, they sometimes are associated with ash (Fraxinus spp.) and maple (Acer spp.). This insect species is distributed throughout eastern United States west to Nevada.

Ornamental Trees and Shrubs: An application of a registered insecticide formulation for non-edible ornamental trees or shrubs directed to the foliage can be made in early summer when nymphs are exposed and feeding on seeds and other soft host plant tissue. An alternative to outdoor chemical management of this pest is the removal of seed-bearing (female) boxelder trees that are growing close to a home.
