Repotting pemphis in the rain season ?

Robert Steven stated that it's not good to repot pemphis in the rain season ( which is now in thailand) is this only because the soil is too wet and therefor heavy and liable to damage roots , or is there another reason . You can see where I,m going with this , I, v been away for a full year and my large pemphis is badly neglected and needs some serious work on it including putting it in a better pot , providing due care is taken can it be repotted now ?? .
