From what I gather performing "higari" technique involves removing all flowers, leaving only two new shoots per new bud site with two or one leaf per shoot. Does this also mean I need to remove the small leaves around each bud cluster and older leaves? Basically only be left with two new shoots and two or one leaf per shoot at each new bud site and that's it... I'm just trying to be cautious about removing so many leaves after flowering during this spring/summer season.

Usually no. There may be some really long shoots you want to cut and have remain with no leaves so it backbuds all over. These generally occur lower on the plant.

You can see there are some long leafless shoots visible in the last minute of that video. Is that what you mean? Otherwise, this is not a defoliating procedure.

The 'two shoots two leaf' thing refers to the new shoots that have grown that year. But there may be reason to cut back a lot more and into the older wood. Azaleas an aggressive cutback pretty well. But a bit of foliage is kept on all major branches to minimize the risk of dieback.
