Can anyone tell me what this is on the surface of my soil? Hope i uploaded the pic right, followed the tutorial. thanks for any help!!!

I don't see anything but small stones, if they are glued down remove them, even if they are not glued down they can make it harder to tell when you need to water.

Sorry the photo is a bit miss leading. There is a dull grey fuzz over the surface of my soil. When disturbed it just looks like small stones, which is my mix, but after a few days the disturbed area becomes covered with the fuzz again. It covers the entire surface of my soil when left alone

What species. Could be a fungus, you might be over watering especially for a plant indoors in your location.

Mold.

I get it too when I cant keep my storage area cold enough. Spores on the medium germinate in the cool moisture. Grows into fuzzy patches on the soil surface.

Is this happening on a tree indoors in leaf or on a dormant tree?

It's a Brassia. I try and let it dry out quite a bit in between waterings at most once a week i usually check down about an inch and lift the pot to check weight. I bought it as a sale tree from a grocery store and when i repotted it i noticed it had no roots and was pretty much a branch cut off and stuck in soil. Would you recommend i let it go even drier between waterings or it there anything else i could do? Also anything you could recommend for encouraging roots other than time?

Nothing at the moment, but once i see signs of life i may start using a balanced water soluble fertilizer.
