Can they fuse together?

The acers can fuse, but they still have their seperate plumming, as Jim call it...it will say, they just grow close to each other, and will never become one plant.
It is much better to let them grow seperate in a very big pot, or in the soil for a couple of years, to gain some sice. This will give you much less problems in the future.

What about green Hawthorn seedlings? Will they ever fuse together?

I have not tried with hawthorn, but without actuly knowing it, would I think they would fuse the same way.

Here is a scene from my garden and I'm sorry for the pic, I thought I had a better one. This shows a raised bed in which I planted a dozen sprouted hawthorn seeds (C. monogyna). The parent tree is right in front of the 2x6's.
I wanted some long stems to work with so the planting was made in a shady spot on the west side under willows. Going into year four and they are about 1" in diameter and just about 6' tall. Now they are ready to be planted close together and in a few more years should make about an 8" trunk when fused together. I know for certain when I dig and replant them this season.

If by "seedlings" you mean matchstick to pencil size, take however many you want to fuse and wrap them together with a wide rubber band, then plant them and let them grow -- fertilizing copiously. The band will rot, but the fusion likely will have taken place.
