Potting & other questions

I have to pot up a ginkgo. Can I assume the time to pot it is when the leaves are starting to open? Do I use regular mix or coarse conifer mix?
In Zone 5 (same as Denver but not as dry), when do I pot a Colorado blue spruce?
My shohin willow leaf figs appear to be allergic to fish emulsion. Has anyone else found this?

I can't address your other questions because of where I live, but I have not noticed Willow Leaf Figs being bothered by fish emulsion, but I haven't used it that much. How much salt is in it? What is its pH? What is your soil mix? There has been some concern about Turface holding salts, but Jim Smith, the father of the willow leaf figs, plants in pure Turface, but he tries to repot every year.
