Yes. I asked to the Japan Shohin Bonsai Association head office, and the office staff said that the Green Club had got wide range of tools.

I have seen some tools for sale all over Japan, in little shops with other things like kitchen knives, etc.
However, for quality tools there are no deals. Because they can buy wholesale, many deals in the US will have prices as good as Japanese retail.
